Add missing MBEDTLS_DEPRECATED_REMOVED guards

Add missing MBEDTLS_DEPRECATED_REMOVED guards around the definitions
of mbedtls_aes_decrypt and mbedtls_aes_encrypt.
This fixes the build under -Wmissing-prototypes -Werror.

Fixes #1388
