lat9nq 308dcb3f62 fresh: Update GCC, Clang, CMake

Using GCC 11, Clang 14, and CMake 3.16.9 (latest version of 3.16).

Also adds lld-14 and llvm-14-linker-tools, the latter provides Polly and
the former is required to use ThinLTO and/or Polly.
